Michael Hester
CEO
A Life of Service and Song
After 40 years of serving patients as a pharmacist, Mike Hester (UCSF School of Pharmacy, Class of ’82) is proving that “retirement” is just a new chapter for impact. A resident of Fairfield and a member of Liberty Church Fairfield since 2002, Mike has become a pillar of support for
Solano County’s unhoused community.
From organizing meal teams to feed at the local shelter to founding the transformative “Dignity Day” event in Vallejo in 2021, Mike’s mission is to restore hope and provide care and essential resources—like clothing, shoes, tents, sleeping bags, housing assistance, medical care, and basic necessities—to those who need them most.

Tom Daniels
Board Treasurer
Thomas D. Daniels is a retired global logistics executive with more than 30 years of experience leading complex supply chain operations across the technology, automotive, and transportation industries. During his career, he held leadership roles with several Fortune 500 companies including Cisco Systems, Apple, Inc., Pacer International, and Burlington Northern Santa Fe Railroad, where he consistently delivered operational improvements, financial stewardship, and collaborative leadership.
Since retiring, Mr. Daniels has dedicated his time and expertise to community service and nonprofit governance. He currently serves on the Finance Committee of the Board of Directors at Mount Calvary Baptist Church in Fairfield, California, and as Treasurer of the Governing Board of Directors for the Assist-A-Grad Scholarship Foundation, a local 501(c)(3) organization committed to supporting educational opportunities for students.
Mr. Daniels holds a Master of Business Administration from Golden Gate University, San Francisco, CA and a Bachelor of Arts from Eastern Illinois University, Charleston, Il. He lives in Fairfield, California, with his wife and is the proud father of two adult daughters. He is honored to serve as a Board Member and Treasurer of the Solano Dignity and Care Foundation, where he is committed to supporting the Foundation’s mission and advancing dignity, care, and opportunity within the community.
Noeta Hester
Board Secretary
Noeta’s life and career are defined by a singular passion: serving the “least of these.” A Registered Nurse for over four decades, Noeta has used her skills to minister to others from the clinics of London and Saudi Arabia to the streets of Solano County.
She carries a deep burden for the unhoused and those with intellectual disabilities, having led Liberty Church’s Special Needs Ministry for over a decade. Whether she is serving as a missionary in West Africa or working alongside her husband, Dr. Mike, to support their unhoused friends in Vallejo and Fairfield, Noeta’s work is rooted in compassion. When she isn’t serving as Secretary for the Solano Dignity and Care Foundation, you can find her expressing her faith through the Tehillah Praise prophetic dance ministry or tending to her garden, where she is currently working toward her Master Gardener certification.
Rochelle Ford
Board Member
Rochelle Ford is a servant-leader, author, and lifelong advocate for community well-being. Her nonprofit work was born from a desire to create spaces and resources that bring comfort, clarity, and hope to people navigating life’s challenges.
Grounded in compassion and guided by purpose, Rochelle combines professional leadership with creativity and faith to serve individuals and organizations in meaningful ways. She believes that small acts of care can spark lasting transformation—and that everyone deserves to feel seen, supported, and valued.
